It resolves to "No" if no qualifying Emergency Heavy Rain Warning is issued for Osaka Prefecture by that time. It resolves to "Other" if JMA materially changes or suspends the warning system before the deadline so that Emergency Heavy Rain Warning status for Osaka cannot be objectively verified.
